30 years in Municipal law enforcement, training and program management, including eight as a Major City Chief; an additional eight years in International law enforcement program planning, management and implementation, including key positions working for the Office of National Drug Control Policy, State Department and Navy NCIS.       

Richard Baca
U.S. Foreign Service member for 25 years, serving in Latin America, Asia and Europe; headed counter-narcotics programs in Bolivia, Colombia and Afghanistan; broad range of domestic and International experience with police reform and national judicial system reform projects. Law degree from University of Texas School of Law.
